Cross country gear...?

I am planning on doing a cross country / long distance ride. I am trying to find a "all year" jacket/pants/boots something that will definitely retain heat / keep me dry in the winter and cool in the summer, and worry free with rainstorms. I plan on eventually getting enough interior layers to keep me warm and eventually heated gear. With me going off road as well im looking for the maximum protection, for obvious reasons. Basically im aiming at making a one time purchase thats good for just about any weather i may encounter on this endeavor.
I have heard KLIM, alpinestars, and numerous other brands. Just wanting to make sure i get the max out of my cash, since most of this kind of gear is rather pricey on my budget.
thanks in advance.
