NE Winters?

I'm wondering if this glove would be warm enough for a 10 to 15 minute commute at about 40 mph in anything from 20-30 degree temps? I have a pretty high cold tolerance and get warm rather easily.

Would these gloves be warm in about 35 degree weather, and are they water proof?
