I bought this for a Christmas present to my best friend. I really can't say much on the functionality of the the bag seeing that its winter and her bike is in the living room. Lol. She did day that it was the perfect size and would get tons of daily use out of it. I'll update this review in a few months when she's had a chance to ride around with it mounted to the tank. Best part is that with revzilla being in Philly, I got it in like two days.

Does this bag come with rain cover?

Or is the bag water resistant enough to keep things inside dry during heavy rain?
Can't answer the second part of your question because I haven't been able to test it out. It does not come with a rain cover but it is supposed to water-resistant to a certain extent.
