Very comfortable for walking about and they look quite stylish too. I've had people think I'm wearing Pumas or some other brand of shoe. I usually fit a US12 in boots and 11-11.5 in other shoes and the US12 (not sure euro size) is fine with regular socks as well as med weight wool socks thanks to the lacing system.
They get scuffed quite easily though and the shift pad area is quite small so I'm not sure how they'll hold up for wear. It may just be cosmetic wear though rather than actually rubbing through the fabric. Waterproof-ness works great.

I went with a 32-long and I fit a 30-31 inch jean with a 34 inch inseam and it fits fine. The extra looseness at the bottom isn't noticeable as the velcro tightens everything up. Good pocket positioning but I don't think they're waterproof.
Be careful with the "storm-proofing" flap on the inside: I got the zipper completely stuck on the fabric within 5 minutes and had to get a place to fix it for 10$.

Are these sized so they could be used as over pants?

If you remove the thermal liner and wear non-jeans (nylon pants or sweatpants) you'll be fine. Jeans are too tight because of their thickness, inflexibility and the cut of the riding pants.

If I'm not planning on taking my pants off, I leave the liner in. If I'm going to a friends place, I take the liner out and wear thin pants. Buy your regular jean size (don't be shy of the long sizes either) and you'll be able to make it work easily.
