In between sizes

According to my measurements I'm right at or maybe a little under 23" which is between a medium and large. It seems most medium helmets fit my cheeks but are too tight on the crown and the larges are perfect on the crown but not so snug on the cheeks. Would you recommend going up or down a size with the Bell Revolver? Thanks!
